Interview of H.E. Mr. Abderrahim Rahhaly Ambassador of His Majesty the King of Morocco to the Kingdom of Thailand on the occasion of UN Security Council Resolution 2797 on the Moroccan Sahara and Morocco’s 50th Anniversary of the Green March

As Morocco celebrates the 50th Anniversary of the Green March, the UN Security Council has adopted yesterday, 31 October 2025, a resolution reaffirming the legitimacy of Morocco’s sovereignty over its Sahara, a turning point that redefine the Kingdom’s unity, sovereignty, and development path, the Ambassador of His Majesty the King of Morocco to the Kingdom of Thailand shared with us insights into the historical significance of these two events and their lasting impact on the Kingdom’s identity and progress.

Your Excellency, could you please give us some background information?

Thank you. First, let me start by sharing with you that the United Nations Security Council has just adopted on, 31 October 2025, a new resolution (2797) on the Moroccan Sahara, reaffirming its endorsement of Morocco’s Autonomy Plan as the most realistic, and lasting framework for a political settlement.

In His Majesty the King’s Speech delivered yesterday on this occasion, the Sovereign hailed this adoption by the new UN Security Council resolution as a pivotal moment and a crucial turning point in the history of modern Morocco. “The time has come for a unified Morocco to emerge – from Tangier to Lagouira – a Morocco whose rights and historical borders would not be infringed upon by anyone,” said His Majesty King Mohammed VI, adding that “after fifty years of a fabricated dispute, the new UN resolution marks the beginning of a new era, one of unity, legitimacy, and lasting peace”.

This historic resolution constitutes a major diplomatic milestone, reflecting an unprecedented level of international consensus in favour of Morocco’s initiative and acknowledgment of its constructive role in promoting peace and stability in the region.

It marks a turning point in the long-standing dispute, as it consolidates global support for Morocco’s balanced and forward-looking approach, and consecrates the righteousness and legitimacy of the national cause steadfastly carried by His Majesty King Mohammed VI. It also demonstrates the confidence of the international community in Morocco’s continuous commitment to dialogue, regional cooperation, and lasting peace, while reaffirming the Autonomy Plan as the only viable and mutually acceptable solution within the framework of the United Nations.

Now, regarding your question, and as a background, I would like to say that from the beginning, Morocco has demonstrated a sincere commitment to finding a peaceful, negotiated solution under the aegis of the United Nations. Acting in good faith, the Kingdom proposed in 2007 its Autonomy Plan, a pragmatic, realistic, and forward-looking initiative based on compromise.

The plan would grant the local population broad powers to manage their own affairs through democratically elected institutions, legislative, executive, and judicial, while maintaining Morocco’s sovereignty and territorial integrity. It ensures economic self-sufficiency and cultural development for the region’s inhabitants.

Since its presentation, the Autonomy Plan has garnered growing and consistent international support. More than 123 UN Member States, including the United States, France, Spain, Germany, the United Kingdom, and most European partners, recognize it as the most credible and serious basis for a lasting solution.

In Asia and Oceania, countries such as Japan, South Korea, Kazakhstan, Brunei Darussalam, Papua New Guinea, Palau, and Micronesia as well as Singapore and Cambodia, have also expressed their support. Since 2019, over 30 countries from Africa, Asia, and the Americas have opened Consulates General in Laayoune and Dakhla, confirming their recognition of Morocco’s sovereignty over its Southern Provinces.

What is exactly the Green March?

The Green March was one of the most remarkable peaceful movements in modern history. On 6 November 1975, in response to the call of His late Majesty King Hassan II, 350.000 Moroccan men and women from all regions of the Kingdom advanced peacefully toward the Sahara. They carried only their national flags, Qurans, and songs of faith and unity, not weapons.

To understand the Green March, we must look back at Morocco’s history. After regaining independence from France and Spain in 1956, Morocco continued negotiations with Spain to recover its remaining territories, first reintegrating the city of Tarfaya in 1958 and the city of Sidi Ifni in 1969. By 1974, Morocco resumed talks to complete the restoration of its sovereignty over the Southern Provinces.

However, during the Cold War era, some neighboring countries adopted policies to obstruct this process by supporting a separatist movement known as the “polisario.” This artificial conflict created instability and delayed regional development. Today, increasing evidence links this group to extremist networks, prompting calls, including from U.S. legislators, to designate it as a terrorist organization.

The Green March thus stands as a decisive moment, a peaceful act of national unity that secured Morocco’s territorial integrity and inspired generations with the power of collective will, but also a catalyst for the development of the Morocco’s Southern Provinces.

Since 1975, what major socio-economic progress has been achieved in the region?

Since the Green March, Morocco’s Southern Provinces have undergone an unprecedented transformation. Under the visionary leadership of His Majesty King Mohammed VI, the Kingdom launched in 2015 the New Development Model for the Southern Provinces. This ambitious strategy aimed to improve living conditions, foster inclusive growth, and integrate the region as a vital part of Morocco’s national economy.

Today, the region is home to major infrastructure and energy projects, from wind and solar farms to new ports, highways, desalination plants, universities, and tourism facilities. Cities like Laayoune and Dakhla have emerged as dynamic economic hubs connecting Morocco to the rest of Africa and to Atlantic partners.

This growth also attracts strong international interest. Several foreign investors, including U.S. agencies, are supporting private initiatives in renewable energy, aquaculture, minerals, and tourism. The Moroccan Sahara has thus evolved from a symbol of territorial unity into a driving force of Morocco’s economic future.

Recently, France has reaffirmed its support for Morocco’s sovereignty over the southern provinces and expressed a strengthened partnership in their socioeconomic development. During a working visit to the southern provinces, French Ambassador Christophe Lecourtier stated that France “strives to be a development partner for Morocco’s southern provinces for the benefit of the populations who aspire for a brighter future under the leadership of His Majesty King Mohammed VI.” He emphasized potential in renewable energy, geography as a hub linking Sahel and West Africa, and announced expanded French consular, educational, and cultural presence in these regions, including new French schools, cultural centers, and a visa application center.

What does the 50th Anniversary of the Green March mean for Morocco today?

The 50th Anniversary is both a commemoration and a celebration, a tribute to the unity of the Moroccan people and the visionary leadership of their Monarchs. It reminds us that Morocco’s sovereignty was restored not through conflict but through peaceful determination and shared conviction.

It is also an occasion to highlight Morocco’s success in transforming its Sahara into a model of sustainable development and regional connectivity. The Green March continues to embody Morocco’s national spirit, one of unity, progress, and openness to the world.

As we celebrate this milestone, we do so with confidence in Morocco’s future and in the enduring friendship that binds us to our partners across continents, including the Kingdom of Thailand. Both our nations, guided by our Monarchies, share a commitment to peace, stability, and prosperity for our peoples.

“The Green March remains a timeless reminder that unity, peace, and determination can change the course of a nation’s history. It also inspires Morocco’s engagement with friendly nations like Thailand, as we continue building bridges of cooperation and shared growth,” concluded the Ambassador.
