Morocco-EU Agreement Reinforces Political Recognition of Southern Provinces and Strengthens Strategic Partnership

Rabat and Brussels have taken a significant step forward in consolidating their long-standing partnership, with the successful conclusion of negotiations to amend the agricultural agreement between Morocco and the European Union (EU). The amendment, confirms that preferential tariffs granted under the Morocco-EU Association Agreement fully apply to products originating from Morocco’s Southern Provinces.

This clarification, described by Morocco’s Minister of Foreign Affairs, Mr. Nasser Bourita, as a “strong and clear signal,” goes beyond the economic dimension. It represents a political affirmation by the EU of Morocco’s sovereignty over its Southern Provinces, in line with the Union’s earlier acknowledgment in 2019 of the Kingdom’s serious and credible efforts to resolve the regional dispute through its Autonomy Initiative.

The agreement also makes reference to national positions taken by several EU member states, which have explicitly expressed support for Morocco’s Territorial Integrity and Autonomy Plan. This reflects the growing international consensus around the Moroccan approach, in line with the forward-looking vision of His Majesty King Mohammed VI.

Beyond its technical adjustments on labeling and market access, the agreement carries a broader political weight. It strengthens Morocco’s position as a reliable partner of the EU and underlines the role of the Moroccan Sahara as a hub for development, stability, and regional cooperation.
